The BCRC assists municipalities in emergency operations and hazard mitigation planning as well as with Continuity of Government planning, Continuity of Operations planning, and the National Flood Insurance Program. BCRC also assists in preparing grant applications for funding under the Pre-Disaster Mitigation Competitive program, Hazard Mitigation Grant Program (HMGP), Vermont Emergency Management generator grant program, Flood Mitigation Assistance (FMA), and Hazardous Materials Emergency Preparedness (HMEP) grants.
The BCRC also provides technical and administrative assistance to the countywide Local Emergency Planning Committee (District 7). In this capacity, the BCRC helps plan for and tabletop and full-scale emergency response exercises for emergency response agencies and personnel.
In cooperation with the Local Emergency Planning Committee for District 7, the BCRC facilitates training and exercises throughout the region. Annually, the LEPC sponsors either a tabletop or a full-scale exercise involving first responders and other key personnel. Planning for such an exercise is undertaken in cooperation with the Vermont Department of Homeland Security and local responders. Additionally, the BCRC and LEPC 7 work with the Department of Homeland Security to sponsor training for emergency responders and others, such as the Emergency Management Director’s training, National Incident Management System (NIMS) training, and Incident Command System (ICS) training.
The Bennington County Regional Commission has assisted Towns in creating Hazard Mitigation Plans since 2004. These plans must be adopted by the municipality and FEMA every 5 years. A municipality is eligible for specific grant funding (i.e. Pre-Disaster Mitigation Competitive Program or Hazard Mitigation Grants) provided the Select Board has adopted a hazard mitigation plan and the town is in the National Flood Insurance Program (NFIP).

Local emergency planning committee
The Local Emergency Planning Committee District VII (LEPC 7) is a countywide organization that was formed by the State Emergency Response Commission in the 1980's. LEPC 7 is very active and contains members from fire departments, law enforcement agencies, EMS squads, Towns, hospitals, schools, private industries, human service organizations, and others.
The goal of the LEPC is to promote countywide emergency planning. The LEPC serves as a forum for cooperation and collaboration among entities and a resource for those entities. The LEPC assists in sponsoring training and obtaining grant funding for the county, as well as writing and updating emergency plans. The LEPC also serves as the Citizens Corps Council for the Medical Reserve Corps of Southwestern Vermont.
